We are sub-contractor for US DEPARTMENT OF THE TREASURY / OFFICE
OF TECHNICAL ASSISTANCE operating in Jakarta, Indonesia.
BASIC FUNCTION OF POSITION
Serves as Assistant to the U.S. Treasury Resident Advisor to the
PLN in Jakarta, Indonesia. The duties and responsibilities are provided in the
outline below, but additional tasks and duties may be assigned to the candidate
as needed.

Responsibilities:
- Provides the Resident Advisor (RA) with
summaries/analysis of data collected from the Government a/o other sources
with regards to statistical data and policies and regulations related to
electricity production and distribution in Indonesia and S.E. Asia region.
Does research related to renewable energy, laws and regulations etc.
- Prepares drafts of a variety of narrative and tabular
material in both English and Bahasa Indonesia with a high degree of
accuracy. This includes legal and contractual documents, memoranda,
correspondence, charts, spreadsheets, statistical tables and PowerPoint
presentations.
- Drafts correspondence and reports in Bahasa Indonesia
and English. Translate documents as requested (English- Bahasa Indonesia
or Bahasa Indonesia -English).
- Establishes and maintains files, records and reference
materials of the office. Retrieves file information and references as
required by RA.
- Performs a variety of administrative duties, including
but not limited to: screening visitors and telephone calls to the RA;
maintaining his/her calendar, making appointments, and following up as
necessary; arranging conferences; reviewing outgoing correspondence,
reports, etc.
Requirements:
- Candidate must possess at least a Bachelor's Degree,
Business Studies/Administration/Management, Economics,
Finance/Accountancy/Banking or equivalent.
- Required skill(s): computer literacy, ability to
translate complex documents, understanding of engineering concepts related
to the energy industry, ability to act a simultaneous interpreter for
resident advisor, Preferable prior experience working with PLN.
- Required language(s): English, Bahasa Indonesia
- At least 2 year(s) of working experience in the related
field is required for this position.
- Preferably Staff (non-management & non-supervisor)s
specializing in Secretarial/Executive & Personal Assistant or
equivalent.

Knowledge, Skills and Abilities
- Proficiency in administrative procedures.
- Must be conversant in finance and accounting principles
including NPV, IRR, etc.
- Must have good analytical skills as well as good
working knowledge of legal and financial analysis processes.
- Sufficient knowledge of basic engineering concepts
related to the electricity sector.
- Proficiency as interpreter and translator on technical
topics and in large meetings.
- Proficiency in appointment management for both resident
and intermittent advisors.
- Computer literacy with experience in utilization of the
Internet for project research.
- Must have ability to work autonomously, meet regular
deadlines as well as conduct independent research.
- Knowledge of electricity regulations and
financialspread sheets and analysis.
- Familiar with telecommunications operations.
- Ability to prepare correspondence, arrange
conferences/workshops/meetings.
- Ability to communicate effectively with all officials
in US Treasury, PLN and other international agencies.
Prior
Work Experience
- Experience as a project assistant in engineering,
energy and/or finance and economics oriented environment.
- Understanding of engineering concepts related to the
energy industry.
- Experience in working with government officials,
officials, management and staff within the Ministry of Energy, Ministry of
Finance, and/or local offices of the international finance community
(World Bank, ADB, IMF, USAID, EU) and NGO’s.
- Prior experience in the development of the renewable
energy, energy development, operations of a power plant or electric
distribution company.
- Prior experience and knowledge in contracting, law and
policy related to energy and electricity production and distribution,
preferred.
- Experience in administration, office management, and
secretarial work.
- Experience in public contact activities (meetings,
seminars, conferences etc.).
- Preferable prior experience working with PLN, or its
subsidiary companies or an IPP.
